A driver left a swath of property damage, including a cut gas line, from the Economy Inn on Eastern Boulevard to B Street.
Fayetteville police were still trying to figure out what happened, Officer Antoine Kincade, a department spokesman, said.
Police began receiving calls about the driver, believed to be a woman, about 7 a.m.
People reported that at least two vehicles had been hit along Eastern Boulevard by a driver who left the scene.
The driver apparently severed a gas line in the area of Eastern Boulevard and Greer Street, between the Economy Inn and the UPS Freight Service Center.
Police found the black sedan at B and Person streets and stopped the driver.
Officers found a puppy in the vehicle and called Cumberland County Animal Control to take custody of the dog.
The Fayetteville Fire Department's HazMat team responded to the gas leak with a mobile command post. The line was capped shortly afterward, Kincade said.
It was not known if nearby businesses were evacuated.
